Our representative assignments and experiences in PPP institutional & regulatory development:
- Advising on drafting the PPP Law.
- Providing comments and inputs on drafting PPP Decrees of Government of Vietnam (Decree 15/2015 and Decree 63/2018).
- Advising the World Bank on Vietnam's Health PPPs.
- Advising the World Bank and the Ministry of Finance on the City Infrastructure Financing Facility (CIFF).
- Advising the Ministry of Planning & Investment (MPI)/ PPP office on the PPP project pipeline and capacity building under the P3SP program.
- Advising on PPP policy, fund flow, state budget control, project contract and institutional arrangements among ministries in regards to the first ever PPP projects.
- Advising the Ministry of Planning & Investment on the establishment of Project Development Facility (PDF) for PPP projects.
- Advising JICA and the Ministry of Finance on the establishment of Viability Gap Funding (VGF) for PPP projects.
- Advising USAID on Green growth strategies.
- Drafting guidelines for PPP project identification and selection.
- Advising the Ministry of Finance (MOF) on the institutional arrangements and technical design of Vietnam Infrastructure Fund (VNIF).
- Advising Ministry of Health on sector reform through public-private partnership model.
- Drafting summary report for USAID/Development Credit Authority (DCA) on the possibility of launching DCA program for PPP infrastructure projects in Vietnam.
- Co-lecturing to PPP office and key state agencies in Vietnam on a three day-training program on “Techniques to manage and appraise PPP projects”.
- Co-lecturing to Hanoi Department of Planning & Investment and water supply companies on a training program on “PPP models in water sector”.
- Lecturing a series of PPP training program to local provinces in Vietnam under the DFID funded- PPP support program to Vietnam.
- Preparing and delivering advanced PPP training program to Baria - Vung Tau province.
- Member of international PPP specialist team of United Nations Economic Commission for Europe (UNECE) to prepare “ Principles on zero tolerance to corruption on PPP procurement”.
- Providing data and analysis to the Vietnam's section of the World Bank's Procuring Infrastructure PPP Reports
